It is always best to assume that people are well intentioned. Planners want to create safe livableRead Morec ommunities where people experience the social connectedness. But the use of financial values as the only means to evaluate planning choices creates cities no one like to live in but everyone needs to live in. The highest and best use of real estate usually translates to the highest density, the highest rate of return on investment and the highest amount of taxes collected by the government who pays the planners. The long term benefit to the people who live in the city being planned is not counted in dollars hence it is only a consideration as a legal requirement to be asked ant then ignored.
